Sometimes, the light flashes yellow; sometimes, green and I think I have seen a red light as well. Also, sometimes, it flashes and no money disappears from the adjacent cell. Is there a detailed explanation anywhere on this?

Except that it flashes green/red when the price hasn't moved.

The LTP may have moved (ie a back, then a lay, then a back) but it doesn't mean the back or lay price has actually changed. It would be more use if it signified a back/lay match had been made at a new price?

on the ladder i assume the lights or indicators are linked to the weight of money . is there a way to adjust how you can use them ie custom settings

Pay no attention, it's about as useful as queue position.

Humans seem to be like moths, they love a flashing colour, be it software or Vegas.
