The BDP team are normally the easiest going and most helpful of the Betfair staff so I'm guessing you must be doing something outside their terms for them to refuse to lift the restrictions. If it was the general customer services team they're hopeless so it's pot luck with them .

I have 9 accounts, most of them dormant because I'm not that active anymore. Yesterday I withdraw the total on one of the accounts. Today... I could no longer access any of them. A chat with customer support went like this: We have blocked those accounts because we no longer allow more than 1 account per person. Me: why wasn't I informed? Well, because we don't do that.
They did open my main account again, and I asked her how much was in account B. It matched with my records so I asked her to transfer the money to the main account. Unfortunately, that was not an option. So this left me without access to my funds. I then asked her to send a list of accounts + funds to my email address. After waiting for 5 minutes I concluded the email was not going to come and asked here to copy/paste the contents in the chat window. At least the numbers matched.
Then asked her to point out where in the terms of service it was stated that betfair could close duplicate accounts. She came up with this:

From 31 January 2013, customers with an existing Betfair account are not permitted to open a new account with Betfair.
Any customer that already has more than one Betfair account on 31 January 2013 is required to nominate a single Betfair account to use across Betfair’s products by contacting the Betfair Helpdesk. Customers that continue to operate multiple Betfair accounts after 31 January 2013 will have their accounts ‘linked’ and managed accordingly. This may affect the extent to which bets can be placed on the Betfair Sportsbook by such customers.
Should Betfair believe, using its absolute and sole discretion, that you have:
registered and/or used more than one account; and/or
acted in collusion with one or more other individuals through a number of different Betfair accounts to back the same combination of selections (regardless of whether or not such bets are struck separately, at a range of different prices or on different days)
in an attempt to exceed the maximum pay-out for an individual account holder across linked accounts, it reserves the right to withhold any winnings arising from such behaviour.

I pointed out that the accounts were linked, I paid premium charge over the total of accounts so no dodging commissions here. So why the lock-out? Same answer: because I have multiple accounts. I took that as a "we don't know what we are doing either" and ended the conversation. I'm sure I'll get my money back but this about does it for me. I'll leave some funds to do the occasional bet for the fun of it but nothing more. If betfair don't want my business then fuck 'em.

I had the same thing happen to me because I went for a month without placing any bets but still pulling data from Betfair's API. I replied back explaining that I planned to resume my normal pattern of betting very soon and the restriction was lifted within a day. I did see that Betfair had checked out my Linked In profile so they're serious about keeping betting operators off their API without paying the appropriate fee.

I suggest that Betfair aren't satisfied with your response if they didn't remove the restriction. You may need to do better at showing that you will be generating revenue by use of their API.

I'm really not keen on generating any revenue for them, especially after all the chats I had with them the last two weeks. For the life of me I can't understand what's taking them so long to simply transfer the money back. Promises that everything will be settled in one, or at max two days and then nothing. The worst part is, this is getting on my nerves. It's consuming so much time it's just maddening.

Well, I have access to my funds again. It only took three weeks, 5 sessions with customer support and one email to account management that still hasn't been answered. I'm still in the dark as to why this all happened. Betfairs communication in this matter has been awful: I received no notice of my accounts being blocked and also no notice that they had resolved the issue. Customer support has been polite, but completely uninformative. I recommend anyone with multiple accounts to be very careful.
