I don't suppose anyone knows how frequent Rule 4s are, and what the average Rule 4 deduction is, please?

It would help with some system testing I'm doing.

0.5% chance of any runner being withdrawn before the start in the last ten minutes or so. Amount is random but skewed towards the back of the book and lower quality races.
