How can an act of parliament, which by definition should be law and legal, be named the Illegal Immigration Act?

I consider myself a big strapping lad yet the last two jars of peanut butter I got from the supermarket I have failed to open without the aid of pliers from the shed. God only knows how little old ladies or children do it

Someone with a similar dilemma came up with the suggestion that the Directors should be required to have their aged mums open any packaging they wrap around their products.
