Is there a way to ABSOLUTE know
a goal has been allowed or not with or without var?
eg I watched most of Liverpool match yesterday
there was an immediate var and delayed var during game
That is one example of many

No, not from just looking at the exchange odds. I was testing a bot on two OU markets in that match. It recognised a goal on one market but mistakenly thought the goal was disallowed on another market. It gets it right about 97% of the time but I don't think there's any absolute way of achieving perfection when chaos arises and markets can be unpredictable.
