Alert if ranking moves up

I am capturing ranks of horses at multiiple time frames, see example output:

Block 1:

What I want to do is generate an alert if a horse moves up a rank.

eg. Aramis Grey is rank 4 in the 1st rankings, how can I compare the ranks between block 1 and block 2 and generate an alert if any horse moves say from rank 4 to rank 2?
