Yes. Betfair provide libraries for python c# and vba but not for perl. And there's python open source (
https://betcode-org.github.io/betfair/) for data collection (full api stream), backtesting and trading. I use c# and wrote my own system around the Betfair libraries. The biggest advantage is that you're not limitted by the feature list of consumer level software. .

Not really. It's such a small industry that books at a high level don't really exist. But there's lots of helpful people there, example code etc. There's programming books and lots of academic papers about strategy, just that the info hasn't been brought together.
