I haven't researched them much, but it looks like they are buying growth?
A company I do know al lot about in a similar sector is MITIE. I learned about MITIE when I was young and HAT maintainance was in the building next to my house. The founder of MITIE worked for HAT.
They would approach similar niche businesses and offer them a three year earn out of X times earnings. When they listed they could issue paper at 20x earnings to fund the purchase of the smaller business. It worked pretty well.
I bought in early on and they continue to do very well with 22 years of earnings growth.
