I think that is just his media training. He's told that only one segment will probably be used for broadcast but he needs to get the main point of his argument over.
So he repeats it thinking only one (maybe two) of his answers will be broadcast. On this occasion the BBC used the entire reel. Whether this is because someone in the BBC has it in for him or not is up for debate.
But most politicians use this technique from what I can see.
