Capturing and fixing odds at a set time in another cell-Help

Hi

I am attempting to copy the price of a runner into a cell when the event countdown timer reaches 00:00:00.

When I run a simple IF function the value is copied for the 1 second when the countdown is equal to 00:00:00, and the reverts to the false condition.

How can I fix the new cell value with the price at 00:00:00 and ignore further changes.

My thought is to nest another IF function to ignore time less than 00:00:00 once the price has been captured but I have been unsuccessful in excel registering negative time.
